The center exhaust on the 2013 Hyundai Veloster is fairly high up in relationship to where a hitch receiver would be. That is going to be a problem for any hitch mounted accessory. Interestingly enough the bike rack probably ended up protecting the bikes. The only option for this is to have an exhaust down turn, see link, to direct the exhaust downward instead of straight out. The only problem with this is finding one that fits the exhaust on a Veloster.

To add extra height to the Draw-Tite Max-E-Loader Trailer Hitch Receiver # 75717, I recommend the Malone 2" Dual Purpose Hitch Receiver # MPG544. If you install the bike rack on the top receiver, it will give you an additional 7-1/2 inches of height for the ground clearance when you add on the 2-bike extension. The anti-rattle hitch pin of the Thule Apex XT, part # TH9025XT, will not be able to completely eliminate all movement. This is true for all anti-rattle hitch pins since they are designed to significantly reduce play (not eliminate it entirely as that is nearly impossible to do).

I have a hitch cargo carrier that is the same way and it's basically just the result of tighter clearances in the hitch tube. The good news is that it means there's less slop and movement in the hitch when travelling but removing the accessory from the hitch is challenging.
